2009 NZ Budget Report
The 2009 Budget is pitched against a backdrop of rising unemployment and dwindling tax revenue as the global economy suffers its worst slump in decades.
Grappling with the worst fiscal outlook for a generation, English has satisfied the international credit rating agencies that there's a credible plan to steer public debt back down to sustainable levels and been rewarded with a slightly improved S&P credit rating.
Credit rating agency Standard & Poor's announced it will keep New Zealand on AA+, with an upgrade from negative to table outlook, following a Budget that defers tax cuts and contributions to the NZ Super Fund to rein in ballooning public debt.
